As of 1991, Ukraine had the third largest nuclear arsenal in the world. On 16 November 1994, Ukraine acceded to the Treaty on the Non-Proliferation of Nuclear Weapons. These actions confirmed that Ukraine is the owner of all nuclear weapons inherited from the USSR and intends to get rid of them completely, using nuclear energy exclusively for peaceful purposes. In exchange, the major nuclear powers had to guarantee Ukraine’s security and the exclusion of any form of aggression or pressure. On 5 December 1994, the world’s largest nuclear powers signed an agreement between the Russian Federation , the United States, the United Kingdom and Ukraine, signed the Budapest Memorandum, according to which the participating states had to respect the independence, sovereignty and existing borders of Ukraine, refrain from any form of aggression against Ukraine, including economic pressure, and become guarantors of Ukraine’s security.

At what point did the world stop seeing that guarantees of rights and freedoms, guarantees of democracy and security are worthless? At what point did a full-scale war in the largest country in the middle of Europe become just another piece of information garbage in the lives of the European people? How can you feel secure when right now, right this second, a crime is being committed, a crime against democracy, a crime against humanity, a crime against law, a crime against your neighbour.
